Even we (the insiders) haven't gotten all the Redstone updates yet, we're just started, so there's not a date for when non-insiders will get it.

They'll get it as soon as everybody else does, assuming they're Insiders on the fast ring...

It's usually best to take a look at the Windows Blog for the full details of each insider build (or the articles on Windows Central)

As a reminder, we are initially making new mobile builds from our Development Branch available only to devices that shipped with Windows 10 Mobile. Currently this includes the Lumia 950, 950 XL, 650, 550, and Xiaomi Mi4. Today we are also adding support for the ALCATEL ONETOUCH Fierce XL. We plan to expand to other devices once we start releasing Windows 10 Mobile to other devices. If you are a Windows Insider on a device not mentioned above, you can stay in the Fast ring and sit tight until we expand to other devices or go back to Build 10586 and switch to the Release Preview Ring to continue helping us test Cumulative Updates. Sounds redundant.
That simply means all Windows capable devices will have 10 available officially from Microsoft.
At any rate this is the companies plan today.

I read Gabe's tweets on the matter yesterday. To summarize, a phone can't get on the Redstone branch unless it is already on the production Threshold branch. As 8.1 devices still can only get 10 via Insider, there is no production branch yet.

To further summarize, Redstone will be made available to older phones once they have an official Windows 10 released for them.
