Instagram spotted in Windows Store (Beta?)

Has anyone downloaded the app? If this is a joke should it be reported to Microsoft as a fraudulent app?
 
Can anyone confirm this?

On Windows Phone
- Publisher name do not have to be unique
- App names do not have to be unique

Also
- you can’t remote install from the webstore
- you can’t visit the marketplace page on your phone
- you can’t install the .xap manually
- does not list “video and still capture” under requirements (this is required)
- you can’t click on the publisher name on the webstore (i.e. there are no published apps by this publisher)

- there is no privacy policy (this will be required)

Scenario 1:This is real: Instagram hired “Sarper Erel” or purchased Sarper Erel’s original design to produce this app.
Scenario 2:This is a fake: Somebody signed up as fake company using the name “Burbn Inc.”, listed a stub application in the store using screenshots from Sarper Erel’s app, and enlisted Joe Belfiore to post ambiguous tweets for the past two weeks to get people excited about this fake app.
Which do you think is more plausible?
