install local app not showing in windows store WP 8.1

yesterday i got a brand new lumia 625 and updated to WP 8.1. i download a .xap and copied it to my sd card, then i went to the windows store and pressed the 3 dots and it wasn't there. the only options i have are my apps, downloads and settings. i have tried a reset and try installing though files. but trying though files gives me this "Can't install company app".
