Installing Windows 10 Mobile the right way

I just wondered this...

When you first install Microsoft Windows 10 on a computer (and in fact, all the way back to Vista) , you get a prompt to check for updates.

Why is it, then, Windows 10 Mobile cannot do this? Currently it behaves thusly:
(1) turn on
(2) Wifi
(3) account info
(4) restore backup?
(5) check for updates
(6) update / reset several times
(7) hard reset
(8) goto (1)

Why cannot it do this:
(1) Turn on
(2) wifi password
(3)CHECK FOR UPDATES!!!!!
(4) INSTALL UPDATES
(5) reboot
(6) Account info
(7) restore?

This is basic stuff, Microsoft. Why not do it the logical way?

Mobile doesn't have patching, so a bug we want to fix means a re-spin and new build. PC can be patched without new build.

And when asked about bringing patching to mobile, he says,

It's a tradeoff. Adding the servicing stack increases code footprint.

Maybe I am wondering why the Wifi won't check the versions and ask if you want to update, and infact it would be a good idea if you did, before you loaded up the phone THEN updated.
