Since every app in Windows Phone runs in a so called sandbox and has its files located in an isolated storage, there's no way you can access downloaded files from outside of the app you used to download them with. Not even with Windows Phone 8.1. If the app doesn't support transfering files to publically accessible folders like the media libraries and the SD card, you're out of luck.

The only thing you could do, and this requires Windows Phone 8.1, is to transfer the entire app to the SD card. Every file you've already downloaded as well as any files you download in future will then be located on the SD card too.
 
I don't know if its completely relevant in your case, but Windows Phone 8.1 includes the option to download documents to and run apps from the SD card.

Just get Windows 8.1 if you haven't as yet. It allows app to be stored on the sd card and as @dKp1977 stated, then all the app files and all the files thus downloaded via the app will reside on your sd card. Saved a lot of space this way on our Lumia 525.

Another question about storage. These frequents updates have caused the system storage to go up by a Gb ... A Hard reset and update will solve this???
