I am under the impression that it would be too much of a niche for any OEM to make it profitable. The i9 is fairly expensive, and most consumers don't really need it.
 
The gamers need it
I am not inclined to agree. I have a Skylake i5, with a GTX 1060, and a lot of games I have are easily over 60 fps on a 1440 monitor. If I cut the resolution down to 1080, I can easily see 130+.

The i7 is debatably overkill. Many game titles aren't bottlenecked by the CPU.
