Internet filter for Enterprise Users

Are there any apps or other suggestions that would allow for filtering of the internet on a user by user basis. T-mobile has something called Webguard that doesn't meet my needs. I could do System Center or Intune, but expensive, Family Safety doesn't seem appropriate from a business perspective and I'm not sure if it would work on a phone anyway and not sure if it would work using an email address connected to an exchange server.

Any other suggestions?

For the phone?
Either an in-line web filter like a barracuda, that you have configured to get authentication and just locked down un-authenticated would be one way.

Not sure why you would want to filter the phones, what is the end goal? There may be a better solution network side than a software solution on a phone? (like preventing phones from using the company wifi for example)
