Internet sharing on Straight Talk

I just purchased a Samsung ATIV S Neo a couple of weeks ago and have unlocked it. I am using Straight Talk for my carrier. Everything is working fine however I cannot get Internet Sharing to work. It tells me that "Internet sharing isn't currently available." Does anyone have this working with Straight Talk or have any ideas how I can get it to work?

Please check that your cellular data connection is on and your data connection is correctly configured.

Cellular data is on and WiFi is off. I can use IE to browse the internet. Still no internet sharing.

Can be a 8.1 bug. You can either wait for the official release of 8.1 or perform a hard reset. It generally fixes various issues.

Did a hard reset. No go. Install latest build that just came out. No go. Have seen posts in other threads where people are having problems with internet sharing on 8.1. Hopefully the official release will fix this.
