Is it legal or ethical to buy a phone with a bad imei?

What do you think? Seller says phone has bad imei because carrier hasn't been paid in full. Is it legal and/or ethical for me to buy and flash the device?

If the seller admitted it was still under contract, I wouldn't buy it. Very few people do that though.

Probably legal, ethics can be very subjective. I don't think its very wise.
