Is it only me or does anyone else have a problem with installing the windows phone recovery tool?

I'm not able to install windows phone recovery tool in order to downgrade my phone from windows 10 to windows 8.1. Each time it says incorrect hash value. Is there any solution to the problem?

That means may be partial download of file only. Better refer correct link from MS site and wait for it to complete the download.

no.. i have downloaded the correct file from MS site. and tried installing of different systems with windows 7 and 8.1 but it doesn't seem to work
