Possible to 'remote manage' a Windows Phone

My mother needs some assistance customizing her Start screen and changing a few settings on her Lumia. Currently, he holds her phone up to her tablet via Skype and I coach her on what to tap or click.

Is it possible for me to remotely assess her phone (with her permission) to move the Start tiles around and customize a few things. We use Windows Remote Assistance to do this on her PC ... and it would be useful on the phone, too.

Is this a feature of Windows Phone 8.1 - or can an app do it. Or not?

Well, a really guetto way of doing it is downloading the Project my Screen app on your mother's PC, ask her to hook up her phone to her PC, allow it to run, and use Remote Assistant to control the program which in turn controls the phone. There should be an easier way, but I'm not sure there's actually is one right now.
