Is Microsoft holding back developers in integrating with Cortana?

Recently there was an item on windowscentral on Cortana Triggers a.k.a. Cortrigga. Apparently it was taken offline by MS in the past, but has been taken down again (copyright issue?). The store states: "cortrigga is currently not available".
What is the play here? Doesn't MS want developers to take Cortana to things lik IFTTT?

I was able to just install it from this link.... are you in the US?
