Is official 8.1 still on lockdown from Microsoft?

As the subject says. I still can't update and wasn't sure if it was because it was still being held back or I missed something saying it was available and I still am just not allowed to download the update yet.

If you're running the Preview, then yes. There will most likely be a front page announcement on this website when that changes.
