Is Outlook.com Premium available again?

Just for kicks I went to premium.outlook.com and I got a prompt that reads: "Choose a personalized email address" and it lets me continue choosing a domain, etc., all for free for 1 year.
I thought maybe it's because I was part of the pilot program in the past, but then I copied the URL and signed on a different account and I still got the same message, except for $19.95 for the first year.
It says
Ad-free inbox
Personalized email address
Calendar sharing with family or team
Share the benefits with four others for free
I'm curious as if this will still work.

Subscribing as a new user to Outlook Premium stopped back in October 2017. They put all the same features into Office 365 instead.

Yeah, I know that. Then how come I was able to sign-up and set up my domain? I even tried with a different account.

And still I was able to signup and setup my domain. Email with my own domain is working perfectly.
