Is the dual sim available for preorder?

I don't personally want it but a friend of mine needs a dual sim phone and said he was able to preorder one at the MS store in his mall. Knowing how braindead some store employees are I feel like he probably just preordered a normal 950 XL, right? I don't see the dual sim listed anywhere on the online store.

Country is key.
USA & Canada 950XL and MS 950 are apparently going to be dual-sims by default.
Speculation is the AT&T 950 will be single sim.

You can pre-order dual SIM 950 and 950XL from B&H in the US. Don't know if they ship other places. $549 for 950 and $629 for XL.

I have pre-orders for an XL from B&H and from MS (I live near a store and you can pre-order there).
