Yes, there is. Just search for 'Bell' in the marketplace.

However, from what I've read, it is not very good and isn't always functional. Does not use any of the WP8 features, not even the 'look' of windows phone. Isn't always accurate and doesn't always work for people who are on the Bell network.

In my opinion, you're better off just signing into the Bell mobility self serve through your browser. Just create a link and pin to your start screen.
And if you own Wiztiles, you can create your own live tile image that looks EVEN BETTER than the crap Bell provided in their own official version.
