Is there a way to fix the blue screen with a sad face?

Was using the default maps app. The phone randomly just rebooted now i keep getting a screen with a sad face. Plugging it in just brings the blur screen up, turns off, then does it again. Any way to save my photos & texts if i need to reset the phone?
