Is there a way to install an unofficial language keyboard on my WP?

Hi. I would to type on my application in Punjabi, but it hasn't been released yet as an official keyboard. There are many app that allows you to type in punjabi, but i think it's so uncomfortable to switch app everytime. So, there is a way to download an unofficial package for my WP (8.1)? or.. is there a way I could create one by myself?
