is there a way to leave camera shutter open longer than four secs

I was trying to capture the northern lights... recommended exposure is 15 secs. the camera did ok with four but would have been fabulous at 15 or 30

Maybe you can do that with ProShot | Appar+spel i Windows Phone Store (Sverige) ? I don't know...

4Blend HDR, you take 3, 4 second shots and then they are combined together which would give you a total of 12 seconds exposure. You could use Bracketing in the Nokia Camera app to take more pictures but you would need to spend some time overlaying them post process in photoshop or similar.
