Transfer from Surface to Surface

Is there an easy way to transfer everything, including settings, from Surface Pro 3 to Surface Pro 4?

Unfortunately the link says Easy Transfer doesn't work with Windows 10. It recommends a program called PCmover but I'm not sure if this program is legit.

Windows 10... Everything should sync.. Turn on the sync settings in settings
