Is there any solution for Error Code 45 in Device Manager?

When I connect my Lumia 730 (W10M build 10586) to my PC, its saying USB device not recognised. And in device manager an unknown USB device is listed with "Device Descriptor Request Failed" message. But my phone gets charged. But it is not showing up in My Computer. I have tried it in other PCs, its the same. Other phones are getting connected to my PC as well and my USB cable is perfectly alright. It started from build 10581. Because of this I am not able to go back to WP8.1 as the device is not detected. Can anyone here help me?

where you able to solve the problem. I am having the same problem with Lumia 640xl.

I am having the same problem with Lumia 830
After hard reset I cannot connect my phone. No problem before, I have tried with two computers Windows 10 and Windows 8.1
