Is there anyway to use the tap and pay functionality in Microsoft Wallet in the United States?

Windows Central Question

Would an unbranded/imported phone, like the Nokia Lumia 1520.3, work if you got an enhanced sim from a US carrier, such as AT&T or T-Mobile?
