is there some where to make suggestions about improving cortana interaction

Currently Cortana is capable of opening by voice, suggesting an answer to your questions even looking the answers up for you. I want to use the same process that allows me to open Cortana by voice or look up information to take me to the place on my computer to change the setting or find a file. I want Iron man interface. To be able to find and change settings by voice. I want talk to text voice activated. when there is a suggestion I want selectable links to the suggestions.

You could try looking at "Speech Recognition" in Windows. It is different to Cortana but you can control the whole PC.

In Cortana is a Feedback option to send requests like you are suggesting.

you can make those suggestions to Microsoft so that they can be implemented - do this in feedback hub
