a) you don't want spyware, don't try to download it
b) you have a Windows phone. There is currently no known spyware for Windows phone. No anti-spyware needed.

If you're looking to spy on a certain person, there isn't any direct way to do that.

If you're a parent, you have more leeway with access to carriers and power over the user.
If you're someone who's trying to spy on someone else, its not easy and the best you can probably do is keeping tabs on services the phone connects to or having access to the phone.
Not that I condone the sort of thing.
