is there value in carrier added OS features that prevent them from deploying 8.1?

Why is tmo taking so long to deploy 8.1? What did they add/modify in their release of WP 8.0? Is it worth it? Why not just release phones with the original version and forget about the long testing period for features we might not use or want...
