Is this a legit way to Install Android Apps on Samsung Ativ S (win 8.1)?

My friend bought his child a Samsung Ativ S for Christmas with windows 8.1. His child is unhappy about the app selection and they were googling how to put android apps on Windows 8.1. They found this video...

... which seems sketchy to me. But I have no Windows Phone experience. Can anyone tell me if the above method is legit or whether it seems like just a way to get your phone hacked.

If this is not legit, is there a way to run android apps like Snapchat on Windows Phone 8.1?

I don't need to even look at your source to know what you're asking isn't possible. Anything that claims to put Android apps onto Windows Phone is either lying, out-of-date, or is using that as bait for something else. (so lying)

The best way is to go get an Android device, and that is right up AndroidCentral's alley.
