Is USB on-the-go feature already implemented on Windows 10 Mobile?

I am planning to purchase a Portable DAC/AMP and would like to use my L1520 as source when commuting. I have read somewhere that DAC will only work through USB? Does Win10 Mobile or the current W10 Insider builds have this feature?
