Is WiFi direct present in windowsphone 8.1?

I want to know whether WiFi direct present in windowsphone 8.1 or not.Also how the app nokia play to works?

From what I read it is. But your device needs to have the compliant WiDi radio hardwardware.
 
Miracast will be available on some phone, and it needs a firmware update (Nokia Cyan on Lumias).

WiFi is present in 8.1 as it is in 8.0 . With a new feature (WiFi sense). Nokia play to is used for streaming videos photos from your phone to dlna supported devices. You need to be connected on the same WiFi network to initate play to app
 
As far as I know, Wi-Fi Direct supported on any IEEE 802.11 certified hadware, i.e. virtually any modern mobile phone device. No special hardware requirements are posed for it.
 
Just chiming in to tell I have successfully used Miracast from a Lumia 640. So I guess there should be no problem. Although image quality isn't top notch, it is acceptable for being wifi I guess...
