Is windows 8.1 going to deliver the long awaited fix for 'Other' storage?

With windows 8.1 , the OS is offering a lot of new features such as extra tile column , common notification center, customized background
but the big question is , " Did microsoft take the 'Other' Storage flaw into account and delivered a fix for it? ". Since that's a major drawback for all the phones with limited internal memory and even the phones with internal memory of 32Gbs are facing the issue as upto 10 Gbs of their space has been consumed by the monster named 'Other'! :unhappysweat:

I think it's got reduced (this is simply a guess), but because we'll can install apps on SDCard, this will be not a big problem.

Yea but only the phones with SDCard support have that advantage and even then i feel it should be fixed.
Forget about the phones with no external memory..it would still haunt them!
