Is Windows 8.1 out?

I think no one clearly knows when the windows 8.1 will be out.All every one knows is the features microsoft has incorprated.

Windows 8.1 was released in 2013, if I recall correctly. Not sure what the point of your post is.

edit: I just noticed the forum you've posted this under. Windows Phone 8.1 will be released when it does. I still don't get the point of the post.

Windows Phone 8.1 is not out and you won't see it on your phone without the developer preview for months. I'd expect June or july at the earliest to be a good guess.
