Has Windows Phone 8.1 Update 2 solved the remaining touch issue during charging in Lumia 535?

No and no.

Those who do have it used the potentially dangerous (in that is may skip to the unfinished 10 preview) Insider program.

It is not a firmware upgrade, only an OS.
