Jittery Scrolling - HTC Mozart after update...

hi folks, Since a replacement phone arrived via Orange UK, im having constant bad scroling/jittery problems within apps and throughout the UI- its nothing like the smootheness of before the old identical handset.

Is it hard reset time? im resistant to do that as it took HOURS to resync everything the other week..

also, with the looming 'Tango' update, would that likely serve as a bit of a reboot for the OS in terms of these problems? would waiting for that be a worthwhile thing to do?
