Just upgraded to Windows 10 but cannot send e-mails from Outlook 2013 ?

I can receive emails in Outlook 2013 but I cannot send. I am trying the sfc/scannow command in the blackbox but it says" You must be an administrator running a console session in order to use the sfc utility"

I do not know what to do. Please help! I am the administrator !

Do you run the command as admin? You need to right click and select run as administrator.
