[L1320] Low volume problem ?

I set the volume to 15 sometimes a bit higher but the next time I check its always at 13 or lower is this some kinda default for windows phone or a bug or something ?

If I hear music at a higher volume of longer time, the OS alerts me that listening to music at high volume may damage your hearing and sets the volume to 13 automatically. I think something similar happening to your phone.
