I recently changed chip cards. What should the settings be?

Did you mean "SIM cards"?

Normally, a restart should fix the issue. If not, then you could try using that SIM card in a different phone (if you have one) and try sending message.

Depending on what type of subscriber account you have with that SIM, you may also want to either check your balance (prepaid) or check your account balances (postpaid).

As for the settings (SMS Centre number, etc.), contact your mobile service provider.
