[L635] What does not registered ims mean?

i have windows nokia lumia 635..i got service turned on and it was fine for about a week then my sim card was locked up so i just put my sim in a different phone. wondering if this not registered ims is what locked my sim card up

No the IMS is not your problem.

Only OEM have access to that. You can't enable/register yourself. Following link should help
