From home I setup Tethering between Nokia 920 and my Dell Laptop on AT&T LTE Network. Here are the results. Site detects me from Los Angeles , but I'm in Las Vegas, so I posted the 2nd result from Las Vegas, and it's pretty much the same speeds.

During the week, I'll test around town.

It's interesting that your ping, the the LV was higher than your ping in LA even though your physical location was LV.

For some reason it shows that he is <50 miles from LA, yet he is ~250 miles from Las Vegas. It looks like an issue with the site.

Weird, like the main server is based out of LA or something.

When I was on Sprint, the 3G SpeedTest said I was in Kansas City Kansas, and the 4G WiMax result said I was from Los Angeles.

Right. His ping should still be better in the Las Vegas location. Ping is going to be related to your physical distance from the server (everything else equal), not how far or close the server thinks you are to it.

Unless the server being pinged is really not the one that is named on the site. Perhaps the site is confused about which is in LA and which is in Las Vegas. I don't see an actual IP address of either server.

It looks like a legit Los Angeles IP address according to IP-Lookup and doing a Tracert

Doing a Search some company owns a block of IP's and leases it out to AT&T. The Trace Route disappears once it hit's AT&T's network

Just go to SpeedTest.net website. I was using WiFi Tethering between Phone and PC.

Mobile phone wont support the test or website. I was using a PC web browser
