So, when it says "Not available via Over-The-Air " does it mean it will never be?

I think it will be available at some point, but the WDRT route allows you to bypass any restrictions (carriers/regional)

Edit: reading the wording of the post and adding the WC article as a backup, it may not go OTA after all..
