Has killed my surface, no wireless connection, cannot shut down windows thru normal method, the settings screen crashes, now I have to figure out just how I can fix this

Download the windows media creation tool.
Or download the recovery image for you machine from the Microsoft site.

Put either one on a flash drive and reinstall.
