Laws forcing users away from Windows (Cortana)

Hey guys I am one of the biggest Microsoft advocates after getting rid of my 950xl as daily driver in favor of every Galaxy 8 series I felt sad. But I used Microsoft Launcher and Cortana religiously. But I stay in the state of GA and they just passed an hands free law for mobile phones and I feel like I am being forced to use Google Now and likely a pixel launcher. I really hope MS brings something (Andromeda) or something that can make me continue to use MS for mobile (not just Outlook). As an IT professional I can use any OS really as long as I can RDP/VNC into a virual machine and on the fence about being so tied to MS ecosystem now especially as my kids educational department pushes Android products.
 
Can you elaborate on this hands-free law and what it requires? I don't think it inherently is forcing one away from Cortana as I'm sure Windows Phone Cortana would likely be compliant.
