I know this thread isn't active any more, but just in case anyone actually wants an app that lets you know when your battery is full I found one. I've actually had it for a while, but just read this thread today. The "BATTERY" app by Enless Soft Ltd. has several notifications for battery levels and consumption. The app works really well. I tried a bunch of battery apps before settling on this one. The customizable tile is probably the best one I've found. It's still a work in progress so the stats and hints pages aren't functioning, but I don't use that stuff anyway. What he/she does have working works really well. See screenshots.
