Limitation on the number of music pass downloads?

Does anyone know if Microsoft limits the number of downloads under "XBOX Music Pass" program? I routinely rebuild my computer from scratch and re-download any music that I have "rented". It seems like there was a time when I was told I couldn't download it anymore.

Also, does anyone know if you have to re-download your music if you rebuild your OS? It seems like I got a playback error on a song that I had downloaded via Zune but was playing in Windows Media Player. It told me I had to go back and play that song in Zune/XBOX Music before I could play it in WMP.
