i cannot create a folder on start screen in my lumia 630

If you are on cyan, then you can't.
If you are on developer preview wp8.1 GDR1, then you have to drag and drop a tile on other tile.

remember, cyan is a separate entity from Windows Phone itself, its possible to have Lumia Cyan and Windows Phone 8.1 Update/GDR1.

If you have 8.1 (are not on the Developer Preview) then you can't.
If you are on 8.1 Update, follow Gaurav's instruction.
