Live Tiles stop flipping

Anyone know why the tiles stop flipping. I have my screen on a five minute timeout. But after a few seconds, the tiles stop "flipping". What's the deal?!

Idk, but I noticed that last night, it was a little before my screen was about to dim. As soon as i moved my finger across the screen, everything started moving again. I guess it has to do with power saving, but one would think it wouldn't stop moving till either the screen dimmed or went off.

If power saving is the reason, then it's a dumb reason.
