Location - FIND MY PHONE Setup Issue

Received a replacement phone Lumia 928 Verizon now running windows 10 build 10512 and it's running great. Doing final setup for Find My Phone in settings it will take you to account, devices, it still show's my old phone I tried to remove but it doesn't? It does show the new one I click find my phone, it ask for phone # I put it in, click ok sorry can't find phone try again later. 2 days later still no luck any one else have this or know a fix?
