wasn't the charging off capabilities an HTC exclusive?

I founded this mode by accidentally holding volume up instead of volume down for hard reset. the white tape on the charger, it's because **** happens.

I believe it is a mode that lets it accept a reflash with a firmware/software package. (reinstalling a carrier's and/or country's flavor of the Windows Phone software and such for that phone)
So its not truly charging while off, since the phone is still on and expecting something to come down the USB cable.
