Low Quality Images/PDF files?

I've had this issue since I've gotten the phone, but I'm only now trying to solve it.

Whenever I try to zoom in on images and PDF files it doesn't change the appearance as if the image/PDF is the size it shows when you first take a look at it. I am not sure why I have this issue but it's really frustrating when I can't read a PDF and have to access my email in order to read the PDF.

I'm using the Office PDF Reader, and it just looks like it doesn't render the text to a readable format.

Does anyone else have this problem? Does anyone know a possible solution?

Please try this.
Go to SETTINGS > ease of access > and scroll down to "allow zooming on all web content" set it ON

May seem a bit basic, but you are clicking on it to open it, and not just trying to zoom in on a thumbnail?

Thank you for the replies. Changing the ease of access settings has fixed the resolution on the pdfs.
