Lumia 1020 shows only 9MP raw image why not 38 MP?

I checked out details on Rawer app where it shows Lumia Raw image size to be only of 9MP why is it so if in Lumia Camera app we have setting for 38 MP DNG?

Are you sure you have your camera settings right?

Did you uncheck the option in rawer app that allows you to open file in half resolution?
