Lumia 1520 battery new and does not fully charge

[Windows Central Question]

After I updated my 1520 lumia from windows 8.1 to 10 it never loads 100% it can stay all night but never exceed 82%, is it normal?
My battery is addicted I replaced with a new one and it's still the same never charge completely....
