Lumia 521 not updating to Windows 10

I am trying to update my Lumia 521 from Windows 8.1 to Windows 10 TP, but only getting "your phone is up to date".

I have installed the Windows Insider app and set it to Insider Fast. The phone reboots. I go to Phone Update under Settings and click check for updates. It comes back saying "your phone is up to date". I have repeated this process multiple times with the same results. I also tried hard resetting the phone and no such luck. Any ideas why I am not getting the Windows 10 update? It shows I am still on 8.1. Thanks.
 
The Insider app should initialize the updates. Only thing I can suggest is getting the Preview for Developers app, sign up for it if you haven't (you can sign up through App Studio for free(, and run any updates there, then try the Insider app again. WP needs GDR 2 on it before you can install Win 10.

Please be sure to connect to WiFi and plug in your phone. You'll likely look at several hours of updating, and remember to do a full back up.
 
On my insider app it just gives 8.1. 521 was not in list to get wp10. I would advise against it anyway tech preview has too many bugs even for a backup device.

A Lumia 1520 is my main phone, the 521 is an old phone that I just wanted to try out Windows 10 on. I thought this did release for the 520/521 and others have reported receiving the update. Can anyone else confirm?

Even with the Preview for Developers app installed and enabled I am not seeing any updates available.

I already had the Preview for Developers app installed, downloaded the Windows Insider app (I as already an Insider) which took me a while to get to register its connection to the server, but eventually brought up the option to select Fast ring updates. Once I did that, phone update under settings allowed me to update to Windows 10 Mobile.

Would having both the Windows Insider and Preview For Developers apps installed create a conflict? I can try resetting the phone and only installing Preview For Developers to see if it prompts for an update needed before Windows 10.
 
It does not create a conflict having both. Preview for developers will give you all the 8.1 stuff you need so that's a good idea.

I hard reset the phone. Ran updates without Windows Insider or Preview For Developers and got nothing. Just installed Preview For Developers and going to see if I get any updates with that alone. If not, I will try with Windows Insider. If that does not work, I don't know what to believe.
 
Looks like I am getting an update with just Preview For Developers. Hopefully this is the missing update I need before using Windows Insider to get Windows 10.
 
Getting "The update was downloaded, but couldn't be opened. (80188309)". I'll have to research that one further in hopes of getting these updates done.
 
I ended up restoring the phone using the Windows Phone Recovery Tool. After that I was able to run Developer For Previews to install two more updates. I kept checking for updates until it kept telling me I was up to date. I then installed Windows Insider app, rebooted, but it is still telling me I am up to date. Not sure why I am having so much trouble getting Windows 10 on this phone. I am about done with it :angry:
 
Does the windows insider app give you the slow and fast ring options? If so, try switching to slow, reboot, switch to fast, then check phone update again.

Yes it gives both slow and fast options. I tried switching between the two and still no updates.
 
Hey, do you still have the Lumia 521? Does the Insider update thing work?? It worked for me last year at literally the same time as the last guy said it worked. I reverted as I wanted to try other hacks (needless to say getting paid apps for free like andr01d failed, **** WP!!). I'm trying to flash Windows 10 Mobile on my 521 and it says "Your phone is up to date." Do you have to wait for the next release of the build or did Windows stop supporting prerelease builds for our phone altogether?? Thanks in advanced

Thx so much for responding, I'll try it out right away! I'll let you guys know how it went as soon as I'm done though I don't think this method is very safe. I've stumbled across pages like this where commentators wrote something along the lines of "I have windows 10 but the nokia/lumia apps don't seem to be wokring.
